Functional Setting

Based in ICMPD WB and Türkiye Regional Office in Istanbul, the Project Manager is responsible for management and implementation of project/s components implemented under the Interdisciplinary Portfolio. The incumbent works under the direct supervision of the Interdisciplinary Portfolio Manager, and in close coordination with other Project Managers. He/she consults regularly with the Regional Resources Manager on budget execution and monitoring.

The EMPATHY (Complementary Actions for Safe and Dignified Return and Sustainable Reintegration Programme of Türkiye) Project is prepared to address irregular migration in line with the priorities of Türkiye and EU by strengthening the effectiveness of Türkiye's migration management capacities and procedures in relation to safe and dignified return and sustainable reintegration of irregular migrants as well as further facilitation of the cooperation at regional level among all relevant stakeholders.

The ENACT (Enforcing Capacities for Application of Alternative Measures to Detention in Türkiye) Project aims to enhance the PMM's efforts in effective, harmonized and human rights-based implementation of the ATDs foreseen in the legislation by strengthened operational and technical capacity and enhanced cooperation and coordination among institutions as well as by raising the awareness of the migrants and relevant stakeholders on the ATD system in Türkiye.

The RECONNECT II (Supporting the Development of Return Counselling Capacities in Türkiye – PHASE II) Project aims to strengthen the capacity of the PMM on return counselling to conduct harmonized, high quality and effective voluntary return procedures in compliance with the national legislation and international human rights standards while ensuring well-informed decisions of migrants and overall contributing to the effective and rights-based management of migration in Türkiye.

Position-Specific Expertise

  • Strong knowledge and understanding of project cycle management and migration management (including return and reintegration, administrative detention and alternatives to detention, border management, diaspora engagement, awareness raising, prevention of irregular migration, international cooperation on migration management)
  • Experience in working in international environment, national and/or international institutions/organisations, project management, managing project teams and external consultants, monitoring and evaluation.
  • Experience in international and regional cooperation projects, networking activities, liaison and stakeholder communication activities is highly desirable. 

Position-Specific Qualifications and Language Skills
  • Master's degree in international relations, public administration and politics, or related to the area of work or equivalent.
  • Proficiency (verbal/written) in English and Turkish.​
