Project Officer
Functional setting
The EMPATHY project (Enforcement of Migration Governance and Partnership through a Holistic Methodology) is prepared to address irregular migration in line with EU priorities by strengthening the effectiveness of Türkiye's migration management procedures on the voluntary, dignified, and sustainable return and reintegration of irregular migrants. The project offers consolidated intervention on one side to strengthen the national return system, but on the other side supports overall migration management of countries of origin to enable the application of sustainable reintegration programmes. The project consists of trainings, procurements, outreach activities to migrant diaspora groups and NGOs. The Project Officer will be responsible to follow the daily tasks of the project along with the Junior Project Officer, under the supervision of the Senior Project Manager. He/She will liaise with the stakeholders for the planning and execution of activities, will identify the risks and challenges that might arise throughout the project and inform the Project Manager about them along with suggestions for mitigating measures, including the ones related with the budget execution. He/she will liaise with the relevant departments of the ICMPD to assist with the procurement processes.
The Project Team is composed of Portfolio Manager (Senior Project Manager), Project Officer, Junior Project Officer, Project Management Assistant and a Team Assistant seconded to the PMM. The position is based in Ankara and will require domestic and international travelling.
Position-Specific Expertise
- Strong knowledge and understanding of migration management and preferably of return and reintegration.
- Knowledge of procurement processes will be an asset.
- Strong experience on budget management.
Position-Specific Qualifications and Language Skills
- Bachelors or Master's Degree related to the area of work or equivalent.
- Minimum of 3 years of experience in full project cycle implementation in the field of migration or relevant related field, at the international level.
- Good organisational, drafting and communication skills.
- Proficiency in (verbal/written) English, proficiency in Turkish is an asset.
- Proficiency in the use of standard IT tools.
- Strong ability to managing conflicting priorities and working with tight deadlines.
