Functional Setting

ICMPD's Silk Routes Regional Office is responsible for implementation of technical assistance and capacity development projects in Pakistan in the areas of migration governance, labour migration, return and reintegration, anti-human trafficking and integrated border management. ICMPD has implemented a border management programme since 2020, covering a range of topics and stakeholders aimed at strengthening Pakistan's border management capacity.

ICMPD invites all interested candidates to apply for the position of Project Manager for the Improving Child Protection at Pakistan's Land Border Crossing Points (ICP-PAK) Project. The project aims to improve the knowledge base on the situation of children on the move at the Torkham and Chaman border crossings points; to strengthen the capacity of Pakistan's border agencies to fulfil the rights of the child at these borders; and to enhance cooperation between border authorities and national child protection agencies and systems. The project will run for 48 months.

The Project Manager, based in Islamabad, will join a well-established border management programme team, reporting to the Head of Office Pakistan and working with a team of international and national thematic experts to implement the project. 

The Project Manager is responsible for the direction, management, coordination, implementation, control and completion of project(s) and the management of project team(s) while remaining aligned with the strategy, goals, regulatory framework, standard administrative practices and operating procedures of ICMPD and with partner and donor agreements. S/he actively contributes to project and capacity development and resource mobilisation efforts.​

This role requires frequent travel to high and extreme risk locations in Pakistan. 

Position-Specific Expertise

  • Strong knowledge and understanding of international and national migration and border management frameworks, standards and stakeholders is a requirement. 
  • Strong knowledge of international and national child protection legal frameworks is a requirement.
  • Experience working on child protection, child mobility, anti-human trafficking or the protection of vulnerable groups.

Position-Specific Qualifications and Language Skills

  • Masters degree in international development/ law/ migration studies or similar related subject is a requirement.
  • In addition to the languages listed in the job profile (i.e. fluent English), Urdu is a requirement, and Pashto is an asset.
The appointment to this position is subject to confirmed project funding.​
